My rough understanding is:
отказать + (verb) ~ decline to do something отказать + (noun) ~ reject someone or refuse something отвергать + (noun) ~ reject someone or refuse something отклонять + (noun) ~ refuse something отрицать + (noun) ~ deny something
However, I suppose there is overlap, like in English.
